On November 11,2021, the China Shandong Provincial Department of Ecology and Environment held a press conference. It introduced the implementation of the Stockholm Convention on persistent organic pollutants(POPs) and the elimination of hexabromocyclododecane (HBCD). In May 2013, the Parties agreed to include the HBCD as a new POPs in Annex A of the Stockholm Convention on POPs, taking action to ban or eliminate it worldwide. In July 2016, the 21st meeting of the Standing Committee of the 12th National People's Congress deliberated and approved the Stockholm Amendment to hexambromocyclododecane(HBCD)on Persistent Organic Pollutants(POPs) and decided to ban the production, use and export of HBCD in China from December 26,2016. Among them, HBCD for building insulation materials EPS (foam polystyrene) and XPS (extruded plastic styrene) received a 5-year exemption period, which will terminate on December 25,2021, and from December 25, China will fully prohibit the production, use and import and export of HBCD. Shandong is a large province of HBCD production and processing and use, with 8 production enterprises, and 110 enterprises using HBCD to produce beads and HBCD-containing beads, which is also the most in the country.For several years, our province has been in accordance with the decision of the Standing Committee of the 11st National People's Congress, in gradually reducing the production and use of HBCD of the 12th National People's Congress, until the final elimination. At present, our province HBCD elimination work has achieved obvious results: First, all the production enterprises have dismantled the HBCD production lines. Second, the user of enterprises to stop the use HBCD and sales HBCD .
Third, actively strive for funds to support enterprises to change to production.
